Speaking at the distribution of Sanad and certificates under the Mhaje Ghar Yojana, Sawant said the scheme seeks to address a long-standing problem faced by flat owners across Goa. The Chief Minister noted that in many housing projects, residents purchase flats but do not receive complete ownership rights, as the land continues to remain in the name of the plot owner or developer even decades after construction.
“Many flat owners face difficulties because ownership has not been transferred despite purchasing their homes. Under the Mhajo Flat scheme, flat owners and housing societies will be empowered to undertake renovation and reconstruction work even in the absence of the original landowner or builder,” Sawant said.
He pointed out that flat residents have been struggling with such issues for nearly four decades, often finding themselves unable to carry out essential repairs despite forming cooperative housing societies.
“Flat owners suffer due to leakages and structural problems. Dirty water from upper floors often seeps into lower apartments. Even when all residents come together and decide to renovate the building, they are unable to proceed because they lack the legal authority associated with ownership,” the Chief Minister said.
